No chance of Sr. Postmaster examination this year too.


Due to following CAT cases at various benches Sr. PM examination could not held since 2011.  It is learnt that no regular hearings are seems to held in these cases. This year also Sr. PM examination will not be held. Members are aware that CHQ has already taken up the issue with Directorate to finalize the RRs of PS Gr. B cadre and reduce the quota in LDCE of general line. This issue was listed in agenda of periodical meeting.

The most of cases are said to be filled for the following relief;

1. Quash the letter dated 3.10.2011 by which Limited Departmental Examination for Promotion to the cadre of Sr. Postmaster (Gazetted) has been ordered to be held on 31.12.2011 which is against the Department of Posts, Postal Supdts/Postmaster Group B Recruitment Rules, 1987 as amended from time to time as there is no vacant post in the quota prescribed under the rules as detailed in the preceding paras.
2. Quash the letter dated 29.11.2011 by which the applicants have been informed that ASPs are not eligible for appearing in the examination.

3. Quash the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade ‘III and II-Group B non-Gazetted) and Postmaster (Grade I-Group C Non-Gazetted) Recruitment Rules, 2010, i.e Postmasters Cadre Rules, 2010 run contrary to the Postal Services Postmaster Group B Rules, 1987 as amended from time to time, as the quota of the Inspector Line, has also been reduced from 19% and 75% by carving out the posts.

4. Issue direction to the respondents to consider the case of the members of the applicant No. 1 Union and other applicants for promotion under these rules of 1987 in their quota and promote them from due date with all the consequential benefits and it be declared that the bifurcation of quota now carried out by the respondents is illegal, arbitrary and bereft of any discernible principle.
5. Any other order or direction deemed fit and proper in the facts and circumstances of the case may also kindly be issued in favour of the applicants.
All the applicants and concerned Circle Secretaries are once again requested to intimate the present status of their CAT case/s time to time to CHQ to keep track on the issue.

Dept of Posts cuts banking fund proposal to Rs 623 cr



NEW DELHI, OCT 20: The Department of Posts (DoP) has lowered its estimate of funds that it needs to start banking operations to about Rs 623 crore from its earlier projection of about Rs 1,900 crore, sources said.


The proposal for Rs 623 crore includes Rs 500 crore that is required as paid-up capital under the RBI’s new banking licence norms. The remaining amount is for infrastructure that is needed to comply with the new norms.

The DoP has applied for a banking licence. The Reserve Bank of India is expected to issue licences to shortlisted entities in January 2014.

“The DoP has lowered the proposal for funds it needs to start banking operations from about Rs 1,900 crore estimated earlier to about Rs 623 crore,” a government official told PTI.

The Government has sent the DoP’s fund proposal to the Expenditure Finance Committee. Once cleared by EFC, the proposal will be placed before the Cabinet for final approval.

The DoP plans to start 50 bank branches in the first year and scale it up to 150 branches in five years.

There are around 90,000 bank branches in the country and provision of real-time banking services through postal network is estimated to triple the current banking network.

Finance Minister, P. Chidambaram, in this year’s Budget proposals had said post offices would become part of the core banking solution (CBS) and offer real time banking services.

He had proposed a provision of Rs 532 crore for the project in 2013-14.

The Post Banks are proposed to be owned by DoP but with a completely independent board, governance structure and operations. It will have representation from Ministries of Finance and Communication & IT.

Proposal for merger of ASP cadre with PS Gr. B cadre

All are aware that recently GS, CHQ President, CHQ Treasurer, OGS-II and CS WB Circle met with Member (P), DDG (Estt) and discussed the pending issues including merger of IP/ASP cadre.  During the course of discussion it was apprised to the administration that copy of the resolution passed in AIC Bangalore on merger issue was submitted to Directorate on 22/2/2012. Thereafter officers dealing our case asked this Association to submit a fresh proposal of merger of IP/ASP cadre immediately. The essence of the scheduled meetings at different level remains that association have to accept merger of ASPs to IPs and ASPs to PS Group “B” in a given ratio by surrendering gazetted status, ASPs presently enjoying. 

Now, time has come that we have to think with some broad mind. As such arguable proposal from our side should consist of upgradation of all the divisions to class-I having one or two posts of PS Group “B” with independent powers by up-gradating the existing post of ASP(HQ) to SP(HQ) and conversion of all the sub divisions to that of IPs in the GP of Rs.4600/- making them comparable with Inspectors in CBDT/ CBEC after merger of remaining posts of ASP to that of IPs. Where posts of OS exist that should also be upgraded to SP (HQ) or Dy SP. It will also be proposed that all post of ASPs presently held in Circles and Regions be upgraded to the level of Asstt. Directors. The post of IP (CO/RO) can be retained as it is. 

The IP cadre will be benefited in the following way:
  1. GP of Rs.4600/- at entry stage.
  2. First MACP in GP of Rs. 4800/-(direct recruits)  & 2nd for promotee after 10 years service in IP cadre
  3. Next promotion in PS Group “B’” in GP of Rs 4800/- after 16-17 years but without financial benefit.
  4. 2nd MACP in the GP of Rs.5400/- after 20 years in IP cadre. Thus, the IP having total 26 years of service can get 5400/- which today we are not getting even after 34 years of service even if inducted to IP cadre after rendering 6 years service in PA cadre.
  5. 3rd MACP in GP of Rs.5400/- in PB-3(direct recruits).  
  6. Upgradation of PSG “B” to JTS and ASP(HQ) to SP(HQ)
  7. In 6th cadre review of IPos, it is learnt that few STS posts would be down graded to JTS.
