Letter to Member (P) i/c/w holding of meeting with the respresentatives of Association

Subject : Meeting with Member (P) with the representatives of  IP/ASPAssociation .  

Respected Sir,  

               The representatives of IP/ASP Association desires to discuss the following items with your honour, as the same are pending since long.       

1.   Issue of combined seniority list of Inspector Posts cadre from 2000 onwards.
2.   Inter Circle Rule 38 transfer cases of Inspector Posts.
      3.   Merger of Assistant Superintendents Posts Cadre to PS Gr. B cadre. 
4.   Revision of monetary ceiling of briefcase/ladies purse for official purposes.

          The following representatives will attend the meeting.

Brief note of pending issues that will form part of meeting are as follow:     

1.   Issue of combined seniority list of Inspector Posts cadre.  

The combined All India Seniority List of Inspectors of Posts from the year 2000 onwards was not prepared, released and not placed on India Post website.  This issue was importunately pushed by this Association since last several years and also discussed with Hon’ble Secretary (P) on 6/2/2013 and it was assured in the meeting that the seniority list would be made available at the earliest, but Directorate has only released seniority list for the year 1998 and 1999 only. It is therefore requested to kindly direct SPG Division to start the preparation of seniority list of remaining years and made available on India Post Web site.

2.   Inter Circle Rule 38 transfer cases of Inspector Posts.

The Directorate vide letter No. A.34013/01/2009-DE/SPB-II dated 5.2.2010 issued guidelines providing for transfer of lady Inspectors of Posts against Direct Recruit / Departmental examination vacancy based on her selection in the respective examination and there after detailed guidelines for Inter-Circle-transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV were issued under No. 141-177/2009-SPB-II dated 14th December 2010. In the said guidelines it is mentioned that the CPMsG of the Circle where the Inspectors of Posts are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer is sought for by the individual. Further, it is also mentioned that the CPMsG should take a considerable view in consultation with their counterpart while considering the request of Inspectors of Posts candidates for transfer to their Home / nearby Circle under Rule 38. Department has further issued instructions to all Heads of Circles under Directorate memo No. 141-114/2012-SPB.II dated 7th May 2012 regarding disposal of the representation for transfer of the circle cadre officials. This Association has pointed out time to time details of several pending cases at various circles to Directorate and requested to reiterate the instructions to all Heads of Circles to consider the Inter-Circle –transfer cases of Inspectors of Posts on the basis of above instructions, but very few Circles have positively responded. The scheme of allotment of surplus qualified candidates has already been quashed out by Directorate in 2010. It is therefore requested to issue instructions once again to all Heads of Circles to consider all pending Inter-Circle transfer cases under Rule 38 of Inspectors of Posts immediately against the vacant posts or on deputation basis in case of non-availability of vacancies.  As per the discussion had with your predecessor, this Association has forwarded the consolidated list of surplus qualified IPs to Directorate under letter No. GS/AIAIASP/Rule-38/TFR-IP/2014 dated 20/1/2014.

3.    Merger of Assistant Superintendents Posts Cadre to PS Gr. B cadre. 
 
This Association has already submitted a detailed proposal on merger of ASP cadre to PS Gr. B cadre to Hon’ble Secretary (Posts) and as well as to Hon’ble Member (P) under letter No. GS/ AIAIASP / Merger-ASP/2013 dated 20/11/2013. It is learnt that Estt Division of Directorate has called the requisite information from all circles but proposal is not materialized till this date.         

4.   Revision of monetary ceiling of briefcase/ladies purse for official purposes

Directorate vide letter No. F.No. 15-1/2011-GA dated 26.10.2012 has circulated revised monetary ceiling limit for purchase of briefcases/ ladies purses for official purposes for the officers working in different capacities in Directorate. Whereas similar situated officers working in Circles are being deprived of this revision by Circles. Thus the old ceilings up to limit of Rs.1000/- is still in vogue in most of all the Circles.

IPs/ASPs who are entitled to procure brief cases/ladies purses of their own choice from any of the private/ public outlet are asked to purchase the same from market but thereafter given reimbursement of Rs.1000/- whatsoever cost of the said purchase maybe. No matter even if it does not commensurate to the market price too. 

          It is therefore humbly requested to your kind honour to pass orders to all circles/regions with the direction to maintain uniformity at all levels as per revised limit contained in Directorate letter ibid. If needs be copy of Directorate letter dated 26.10.2012 may kindly be ordered to circulate amongst all so that circles may not have any excuse to adhere to the prescribed limit. 

We hope that your honour will give us an appointment on any convenient date in this month for at least for half an hour. Necessary relief arrangement orders may also be issued well in time.

Letter to DDG (P) i/c/w issue of revised Recruitment Rules of PS Gr. B cadre

This Association indeed to bring to your kind notice that, PS Gr. B Recruitment Rules are not revised since years together and as per the clause 3.1.5 of Department of Personnel and Training OM No. AB-14017/48/2010-Estt (RR) dated 31st December 2010 “The Recruitment Rules should be reviewed once in 5 years with a view to effecting such changes as are necessary to bring them in conformity with the changed position, including additions to or reduction in the strength of the lower and higher level posts”. This Association has already submitted the detailed proposal under letter dated 4/7/2011 (copy enclosed) regarding distribution of quota for PS Gr. B Examination and Sr. Postmaster Examination.

It is further bring to your kind notice that despite issue of reminders under letter of even number dated 15/7/2013, 19/11/2013, 6/1/2014 and 17/4/2014  the issue of finalization of Recruitment Rules of PS Gr. B cadre as per the suggestions given by this Association and reduction of the share of General Line Officials from 6% to 3% in the LDCE for the promotion to PS Gr. B cadre have not been resolved even after lapse of considerable period. Due to these reasons, Department has not conducted the LDCE for the promotion to the cadre of PS Gr. B for the year 2013 and also Sr. Postmaster’s Examination from 2010 onwards.

It is therefore urged to kindly finalize the RRs of PS Gr. B cadre and reduce the share of General Line officials in LDCE for the promotion to the cadre of PS Gr. B at the earliest and also communicate the vacancy position well in advance to DE Division to hold the examination separately for the year 2013 and 2014.

SAD DEMISE

Shri A.D.Patel D.P.S. South Bengal Kolkata Region is expired last night due to severe heart attack.He belongs to IP/ASP cadre Gujarat circle and recentely promoted to JAG cadre from 7/11/2013.
                    The association of Gujarat circle its heartaelt condolences.May GOD rest his soul in peace and give his family courage to bear the loss...

Minutes of four monthly meeting with NA Union held on 24.03.2014

The following were present.

Official side:

The meeting started with Welcome by ADPS (R&E), C.O Following old items were discussed in the meeting:

Item No.01/2013         Condemnation of computers supplied to SBCOs and supply to new computers.

Reply                            The item was discussed in detail and it was replied that out of eight places where the
                                     condemnation process is to be carried out shown in the reply circulated. The conde-
                                     mnation should be carried at three places i.e, region wise. All the units concerned to
                                     send the details and hardware to the Region / HQ to complete the condemnation
                                     quickly. At Regional HQ the respective condemnation committee to take immediate
                                     action for condemnation. However, it was advised that till the receipt of new hard-
                                     ware, the existing hardware should be used irrespective of condemnation approved
Item No.02/2013          Grant of road mileage to Sub Divisional ASPOs/ IPOs for their tour in their Sub
                                     Division instead restricting the claim to S.T fare (though the item was closed but as
                                     pointed out by circle Secretary, All India Association of Inspector & Asst.Supdt.
                                     (posts), it was discussed with the permission of chair and replied as under).

Reply                            The item was already discussed in the meeting held on dtd.27.06.2013 and closed.
                                     But the Circle Secretary has pointed out that there are many TA bills pending in the
                                     Units/Regions. The inormation of pending TA bills will be called for from the Units/
                                     Regions, He also pointeed out that ASPOs are claiming the TA as per entitled class
                                     even though audit has raised objection and recoverd the amount claimed in excess
                                     of train fare in case of ASP surat- Shri Arvind Kumar. The issue will be looked into
                                     and necessary instructions will be issed.

New Items:
The following new items given in the meeting by Staff side were discussed.

Item No.01/2014           This union urges. to submit that the duties prescribed for inspectors/Assistant Supdt
                                      of Posts are available in Postal Manual Volume VIII which may kindly be referred
                                      to first. The Cadre is suffering from stress and many health problems due to deviat
                                      ion from those rules by administration. The threatening languages are used for achi
                                      eving various targets like RPLI/BD revenue though they are not described in said
                                      rule. Your excellency is requested to intervene and guide the officers under control
                                      to use proper language while writing letters to IPOs/ASPOs. The worthy CPMG
                                      may kindly give direction to concerned authority not to write adverse in APARs
                                      of IPOs/ASPOs merely on the ground of targets not achieved. This is beyond
                                      books work and cant be reflected in the APARs.

Reply                             It was replied that any administrative instructions can be issed by the higher authori-
                                      ty directly to the ASPOs/IPOs. But when the matter concerned about writing of
                                      APARs about non achievement , if copy of such communication is given to all
                                      subordinates in between under the authority concerned and they are kept in the
                                      loop then, there is nothing wrong is issuing such letters.(item closed)

Item No.02/2014           Sir you will appreciate that opening of various types of accounts is a job of front
                                      line staff i.e PO operative staff and targets are set for the IPOs/ASPOs by
                                      Regional PMGS for daily mela and numbers of accounts to be opened.
                                      Threatening letters are written to IPOs/ASPOs directly by regional PMG. Please
                                      stop such harassment to the cadre and instruct them to allot targets to frontline staff
                                      and get them monitored through Divisional office who have 17 clerks in the office
                                      IPOs/ASPOs dont have clerical assistance.

Reply                             Duty list given in Postal Manual Volume VIII is the basic duties of IPOs/ASPOs.
                                      But achievement of allotted revenue targets to the ASPOs is also one kind of duty,
                                      as ASPOs are Sub Divisional Heads under whose control Post Offices are
                                      functioning. It was replied by Chief PMG that in the present situation, they should
                                      do the best efforts for generation of revenue and retaining the clientele.

Item NO.03/2014          Sir you will be appreciate that inspections/inquiries and court attendance are the
                                      main jobs for IPOs/ASPOs which already side line by regional PMGs/DH by
                                      allocating some other works as stated to above and technological works.If some
                                      short comings are noticed in the fundamental duties to be performed by the
                                      IPOs/ASPOs they are made accountable without considering the other jobs
                                      assigned to them. Kindly issue suitable directions to subordinate authorities under
                                      your control and obliged.

Reply                             Chief PMG replied that our main focus should be revenue generation. To maintain
                                      the existing customers and to increase the clientele besides our fundamental duties
                                      and other work.

The next four monthly meeting will be held in July-2014 . Items of agenda, if any, may be sent on or before
